The National Center on Accessible Information Technology in Education (AccessIT), housed at the University of Washington, provides an exhaustive Knowledge Base of articles that succinctly summarize specific web and technology accessibility issues. A good starting point for learning about web accessibility is the article How can I make websites accessible?
"Web Accessibility in Mind" (WebAIM) is a leading resource in exploring and reporting on established and cutting edge web accessibility techniques.

- Section 508 Electronic & Information Technology Accessibility Standards
The only legal standard for web accessibility, developed to accompany Section 508 of the Rehabilitaiton Act, as amended in 1998 (see under Web Accessibility above for more information about Section 508).
