The administrator of your Contribute site decides the policies on your site. Publishers are those that are allowed to make changes permanently or Publish to the web page. Authors can edit drafts, but are required to Send For Review to a Publisher once they have completed the draft. The role you have been given indicates whether you will be able to select either button or just the Send For Review button (see image below).
This button allows you to email notice to your web administrator or content editors that you are ready to have your page reviewed.
This button saves the file to the server. Your changes are now live!
