Many content producers saw shortcomings in the 1998 Digital Millenium Copyright Act (DMCA) limitations on Internet service provider liability and prompted calls for additional legislation. The DMCA was drafted prior to the current explosion of user generated web content and video sharing sites. Hence the birth of SOPA (Stop Online Piracy Act) and PIPA (Protect IP Act) directed at stopping online foreign traffic in copyrighted content and counterfeit copies. Both bills were tabled by Congress last month after a massive public outcry and huge protests from content sites like Google, Wikipedia and Facebook about the unintended consequences of the bills...
